The equation of line QR is y = negative 1 over 2x + 1. Write an equation of a line perpendicular to line QR in slope-intercept form that contains point (5, 6).

You just need the slope. That is the ONLY reason you are given that first line. Perpendicular slope is often found by multiplication. If multiplied together, the slopes of two lines are perpendicular if -1 is the result. (with a notable exception, but I'll skip that..)
