Why was keeping a continental army difficult under the Articles of Confederation, leading to changes in the U.S. Constitution? States with smaller populations did not want an army. States with larger populations did not want an army. Congress had to raise a national military separate from the states. Congress could not force states to pay for troops' needs.

The Articles of Confederation set up a very week national government. The States did not have to do anything the national government wanted them to do.

yes, AoC was terrible for collecting taxes and paying soldiers.
