You have to compare the amount of solute (percentage of sugar in this case). If the bag in a solution that is hypertonic (>40%) relative to the bag (at 40%), then water will flow out of the bag. Similarly, if the solution is hypotonic (<40%) relative to the bag, water will flow inwards. If it's the same percentage as the bag, there will be no net water movement.

@keiraadinaee @aaronq did mention this but I just want to stress it. While there is no NET movement of water in an isotonic solution, water is moving freely back and forth but the volumes in and out are equal.
