I think by the definition it is most likely D.  

I always thought outliers were outside of 3 sigma, which eyeballing the numbers it appears to be but I need to calculate the sigma.

No they are just outside of 1 sigma.  

They look like outliers, but mathematically they are not.  It is a very good tricky question, that allows the visual to give a false impression.
