Well it can't be D, since there are two outliers.
Calculate the mean, with the outliers and without the outliers and see if the mean goes up, goes down or stays the same.

I think by the definition it is most likely D. I always thought outliers were outside of 3 sigma, which eyeballing the numbers it appears to be but I need to calculate the sigma.

No they are just outside of 1 sigma. They look like outliers, but mathematically they are not. It is a very good tricky question, that allows the visual to give a false impression.
