You should read the problem statement more carefully.

"The height, in feet, of the football above the ground is given by s(t)=-16t^2+50t+4"

It is no coincidence that s(0) = 4, since we are told:

"...from an initial of 4 feet."

If you want ton know when it is at 25 feet, you solve s(t) = 25.
