Before Andrew Jackson (so during Thomas Jefferson's election), ONLY white males who owned property could vote. Once Andrew Jackson was elected in 1828, he spreads democracy and one way he does this is with the Universal White Male Suffrage, which allowed ALL WHITE MALES to vote, they no longer had to own property. However, Native Americans, African Americans and women and slaves could not vote in Andrew Jackson's time.
