Well first the amendment needs to be proposed by congress, and alternatively the archivist administers the ratification process, Then the Archivist submits the proposed amendment to the States for their consideration by sending a letter of notification to each Governor along with the informational material prepared by the OF. the amendment process is difficult because an amendment must be passed by two-thirds of both houses of Congress, then ratified by the legislatures of three-fourths of the states
