a.“Hitler did not corral the Germans as much as the Germans elevated Hitler”

Well, ik that it means to process the statements, like examine. But i have no idea what they mean

SO the first statement means something along the lines of the following:

Hitler didn't limit the Germans as much as the Germans let Hitler do whatever he wanted.

Does that make more sense now?

so.. practically, the Germans gave more to Hitler than he did back?

The Germans gave more freedom to Hitler than Hitler gave them in return. When you evaluate that statement, you say if it's true or false and why you think that.
