Just need a few assumptions, like the ruler has marks every .5 cm. Then the error is 1 cm in 7.

Well, it says find the "error", probably you typed something wrong...XD But, umm, this question just makes no sense, @Redcan...I would probably suggests you get a special tutor or something. :\

opps, .5 cm in 7. you can read to at most .25 cm accuracy on either side of 7. so .5/7 = 7.14

If you have a ruler with mm marks, .01/7.

The question, as presented, does NOT make sense. You cannot say it makes sense and then add the additional information that would make it make sense. THAT makes no sense.
