The problem itself has inconsistencies. Home Repair Store has a discount on tiles only. If the person wanted to purchase other materials required to tile their floor, I wonder what kind of discount if any does William get.

Now that you've posted the full problem, it's just a matter of just simply doing the math. Find the total cost William is paying for the items. Then calculate the discounts for each store.

A 4,399.23 B if there's 12 months in a year and he saved 500 each 500x12=6,000 and it cost 4,399.23 he could of stopped at 9 months 500x9=4,500 so he has $1,500 extra 6,000-4,500 =1,500 C if he gets $25 off of every 400 that means how many times can 400 fit into the total cost which is 4,399.23 so 4,399.23/400=10.998075 or 400/4,399.23=0.0909250028 (it depends on how your learning it) so you can take $25 off 10 time which is 25x10=250 250-the total cost 4,399.23-25=4,149.23 do you think you could take it from here ?
