In a way, they just sorta took a break from fighting at the end of WWI and picked up again with WWII. Some of the countries switched sides and such. But the idea of empire was still out there. The League of Nations was supposed to prevent problems but it couldn't really deal with the problems. The US Senate never ratified the the treaty to join the League and nobody else seemed able to make it work.
