I believe it is 40 becuase we have \(\Large{f(x)=~40x}\) Now we have \(\large{x}\) on both sides of the equation....so \(\large{x}\) would cancel out from each side....so what we would be left with is.... \(\Large\color{#ff0000}{f=40}\)

We have to analyze the table to see how \(\large{x}\) gets to \(\large{y}\).... Now we have \(\large{1}\) which get to \(\large{5}\).....next is \(\large{2}\) which gets to \(\large{10}\).....which then \(\large{3}\) gets to \(\large{15}\)... Do you see a pattern here?
