need help with science. im not sure how to read this gauge.

They should have given you a "key" to how to interpret your image.

I know the wind is 15 knots (or perhaps mph), from the southeast.
the two numbers on the left are probably temperature and dew point.
But I don't know what the two small dots mean. You must have a key to answer this.
