It makes me want to ask the instructor what were you thinking when you wrote this question. The word rarely is very subjective and they need to define their definition of 'rarely'. In what god forsaken context are you using rarely.  Elements can be rare in different locations or forms and be plentiful in other locations and forms. Chemical Bond, seriously? What type of chemical bond are you referring to? Is it covalent, iconic? The problem with many instructors today, such as the one who wrote this question, they want closed end answers to open end questions. I feel bad that you are subjected to answer such and unqualified question.
