it is an assignment! and no thats the whole question the form I was looking at was democracy

The U.S. Isn't actually a natural democracy. In reality it's something called a representative democracy. We vote on who to represent our political view instead of just electing leaders. That actually differs from the natural form of democracy.

So what do you need to have a government? What is the FIRST thing you need to have. Before a constitution and before laws, you need what?
