Ok so what I would do is find 10% of each answer you have. Here they are.
A. 144 muffins
B. 1.4 muffins
C. 9 muffins
D. .9 muffins

So now that we know what 10% of each muffin is, we need to multiply that number by 4 (since we are finding 40%)

We can eliminate choice A because that is already too many muffins at 10%.

Choice B would be 1.4 muffins*4 = 5.6 muffins. This is not the answer.

Choice C would be 9 muffins*4 = 36 muffins, which is 36 muffins. Yep this is the answer.
