Based on the graph it does not. But the line of best fit has nothing to do with touching any axis. It also has nothing do with touching points.

Touching the y-axis shoes nothing in relation to the scatter data. Lines for scatter data dont need to touch any or all points, and it shows the average by passing through the centre of the data points
