Basically an arms race so to speak between the US and the Soviet Union. It wasn't an actual war, but the political situation was tense between the two, so they mass-produced weapons in accordance to MAD (mutual assured destruction). If they do go to war, they will basically wipe each other off from the face of the world. It was a long stand off between the 2 countries.
