It couldn't be A because they wanted someone who knew what they were doing in complete power. No red tape or loop holes to hop through, they wanted to get it done because their economy was in the slumps following WW1 since the treaty forced Germany to pay for almost all the reparations.
Once Hitler was in power, he actually started to go against the treaty in secret by building an army right under their noses (which he technically wasn't supposed to do, but he did so anyways)
Since Germany was suffering a horrible depression, Hitler offered the people a solution to end their problems which actually worked and he was able to work out the economic problems his country was ailing from. And my bad, i didnt read D completely, its not D.
