I believe that the answer is A, will have purchased, as they are talking about a future tense, which you can tell is By the time this afternoon. It wouldn't make sense to put in a past tense, such as B, have purchased into the sentence. To prove my point, look at this sentence: By the time we begin this afternoon, they have purchased the neccessary materials. The correct sentence would be: By the time we begin this afternnon, they will have purchased theneccessary materials.
