look at the 1st graph, A) notice 2 points there they're located at -1,3 and -1, -1 notice the x, y pair -1 , 3 -1, -1 x y notice the x-value repeating two points, using the same x-value thus, is NOT a function

another cheap way to do it, is doing the "vertical line test" if you draw a vertical line, through any point and the vertical line, touches other point, that is, more than one point, touched by the same vertical line, then is NOT a function
My best educated guess is that the answer is C.
