Would I substitute tan u and sec^2 u for dx, find the integral, then plug in tan ^-1 x for u, or would I solve the integral with x, and then do all the plugging in?

well, they are two separate problems. Just do the substitution like it says for part a. and it will be an easy integral du/u style mostly
