I agree that it would be Freedom of Speech, but that isn't one of your options, maybe ask your teacher about the question, but then again, one of these must be true because it isn't asking "which amendment was the first to be ratified" it is asking "which of the following amendments was ratified first?" this is a question that can be answered.

Are you sure that option C isn't supposed to be saying "the amendment guaranteeing freedom of speech?"
