well according to the text and some background info on this declaration I would say it might be C. 'The establishment of a Zionist state there—under British protection—would accomplish this, while seemingly following the stated Allied aim of self-determination for smaller nations.' http://www.history.com/this-day-in-history/the-balfour-declaration
