Think about it this way:
A city with natives from one ethnicity and immigrants from another----this would cause the natives to look down on the immigrants for invading "their" country.

 A city with an equal number of two ethnicities, both rich and poor---
there are equal numbers of both ethnicities and both rich and poor

 A city where one ethnicity owns and leases land to another ethnicity---
this cause one ethnicity to be "indebted" in a sense to the other ethnicity

 A city where the majority of the population is one ethnicity but the politicians are a different ethnicity----
causing the population hate their politicians, believing that they are "discriminating" 

 A city where colonial powers favored one ethnicity over another----
this would allow for more rights and freedom for one ethnicity than another
