If you want to program on the mac from the PC, your best bet is probably to download a VNC client for the PC and activate System Preferences>Sharing>Remote Administration. Remote Admin will start a VNC server that the PC can then connect to and see/control the screen.

If you just want command line, PuTTY is a good SSH client and Remote Login will turn on the SSH server for the Mac.
