To me, c and d seem to be the same as far as rotational symmetry is concerned.

If you rotate a, every 90 degrees, it looks like the original figure. If you rotate b, every 180 degrees, it looks like the original figure. For both c and d, you need to rotate 360 degrees to get back tot eh original figure.
