Ye there is a smartscore decay that happens as users that have a higher smartscore than you answer more questions/recieve more medals/fans/testimonials/chat more, etc.
It doesn't decay a whole lot, but it does happen. Smartscores are static, not concrete, so when people higher than you do smartscore-increasing activities, your smartscore progress goes down.
