What do you think the answer is? Using the process of elimination it is not A or C because A is a run on sentence and needs a break somewhere in it. C is incorrect because the second sentence is a fragment, without the first sentence someone would be completely confused and ask the question "Refill what exactly and why does it need to be refilled?" so the answer would have to have a break/pause in the sentence and only be one sentence.
