in electro-refining - the copper ore and pure copper are kept at the electrodes. The electrolytic solution is some salt of Cu (like CuSO4). The copper ions from the anode(Cu ore) move to the pure Cu at the cathode via CuS04 solution
In electroplating pure cu from anode move to the bracelet at the cathode
