convert them both to decimals - use your calculator find which is the smaller and which the larger add a bit to the smaller and then convert that back to a rational number (e.g. 0.513 = 513/100)

Either use MrNood's suggestion (convert the fractions into decimal fractions), or find the LCD of 10 and 13 and re-write the 2 given fractions. they should be easier to compare then.
