It usually mean your internet is very close or in range it may also mean the website is being updated. For you though there must be something wrong with your internet.

Simple, on slower computer ans some browsers it takes a short amount of time to render the page (for "performance" reasons... ha... ha ha... HA HA HA HA HA...) before displaying it.
