If you are a witness, then you would be a civilian who experienced the attack at home, a military service member who responded to the attack or a Japanese pilot. 
Choose one of those. Imagine what it would be like to go through a bombing attack. What would that person do in that situation? What would they see? One person will only see part of what happened, They will probably talk to others and get more information?
When you write the letter, report what your character might have experienced.
