Lincoln's greatest desire was to preserve the Union. He also thought slavery was wrong and did all he could to restrict and outlaw it.
From that stand point, he wanted to get the States back into the Union as quick as possible after the war. In his way of thinking, punishing the states excessively would just make southerners hate us more.
