In the early days of the United States, the central government was weak compared to the state governments. The leaders recognized there were problems with this arrangement. When they wrote the Constitution, they gave more power to the central government. The states still have authority within their borders but must follow the Constitution and its laws. They all basically have the same laws anyway, so to save on taxes they wish to grow the size of the central government and dissolve the state governments.
