Here's what I know It goes 2 to the left making -2 and goes 3 down  making it -3 but I don't see that as an answer choice

You're right about it going two spaces left and three spaces down, but the figure doesn't only change position...it changes size. :) So you will be using multiplication as well for a dilation.
