Co terminal angles are angles in standard position (angles with the initial side on the positive x-axis) that have a common terminal side.

The initial side would be the line that the angle starts on, and the terminal side is the line that the angle finishes on. So pretty much, it's an angle that is in the same position as another angle, and has a measure equal to the measure (or any multiple of the measure) of the angle it shares its position with.
