World War I marked the beginning of the end of Empire as it had existed. After WWI the Russian Empire, Ottoman Empire and Austria/Hungary Empire had completely been destroyed. The Germans and Italians were similarly destroyed but it took another war for each of them to get the idea. The British and French Empires were weakened by both wars but took awhile longer to dismantle. So you're transitioning from the 1800s model of mostly European countries carving up Africa and Asia to build empire to the Cold War and the current situation. Empires fall apart. What takes it's place? The answer is different for each newly free nation. But, much of the time it created a situation where power hungry individuals can take advantage and take charge. The Turks didn't even try to regain lost empire, but the Young Turks solidified Turkey and kept to dominating Asia Minor. In Germany, Hitler hadn't given up on the Empire idea, but used it to unify the German people. They were badly treated after WWI and ready to have someone tell them they are the greatest people on Earth and deserve more. Italy was similar to Germany. They reasserted power in North Africa under the leadership of Mussolini, who told Italians that they were the best people on Earth. Lenin then Stalin used the guise of Communism to convince the Russians that they each could lead the people to greatness. Russia was severely damaged in WWI. And again in WWII. The Communist did a good job of convincing people that they had the only answer to take care of all the suffering and make them the best people on Earth. Short answer: Kings and empire were replaced with men who wanted to be king and keep as much power as they could.
