Are the verb tenses in the sentence consistent, or do they shift unnecessarily? Yesterday during the storm, the wind blows hard, and it knocked down the fence. A. The verb tenses are consistent. B. The verb tenses shift.

Well they are definitely not consistent. First off blows is the active form of the verb and knocked is the past tense form of that verb. So i guess you would consider this a verb tense shift.
