It would actually be considered cause you said I have. If you said I am, then the word considering would be right but the correct word is considered....

No it should be "for the first time, I have considered going to college" or "for the first time, I am considering going to college" hope I helped :)

Instead of "For the first time, I have considering going to college" it could be
"For the first time, I have considered going to college"
OR
"For the first time, I am considering going to college"
