An amendment becomes part of the Constitution once it's ratified by at least three-quarters of the states. Tennessee ratified the 19th Amendment in August of 1920, providing the majority needed to make women's right to vote Federal law. The Alabama legislature originally rejected the 19th Amendment on Sept. 22, 1919.Jun 4, 2015 http://www.al.com/living/index.ssf/2015/06/alabama_ratified_19th_amendmen.html
