If the dot is filled in, that means whatever inequality sign you use will have a line under it. The line means "equal to". The arrow pointing to the right tells you it's going to be >. Since it does have a dot filled in, it's going to be ≥ (Greater than or equal to).

Here the values are moving from -2 as -3 ,-4 ,-5 etc. So what does that mean? Values like -4,-5 are greater than -2 or less than -2?
