Why was Thomas Jefferson uneasy about purchasing the Louisiana Territory? The Constitution did not give the President the power to buy land from another country. Jefferson worried that the land in the territory would be of poor quality. Jefferson worried about angering farmers who shipped their crops to New Orleans. Monroe and Livingston had already agreed that Jefferson would buy the territory.
