This is what I said: I would observe what others have seen and done, and then develop my own theory off that.

Make a hypothesis on which you want to make a theory, or review others experiments to have a mind set on conducting your own.. Do an experiment, collect data and continue to grasp evidence to prove the hypothesis wrong or right, if it is wrong, redo it and use that evidence to support your new hypothesis to a theory. Keep in mind, do this experiment numerous of times, and allow other scientists to check the work too!
