1. It states that it hopes to resist communist influence so B is out of the question since East Germany was communist so they wouldn't be allies with them.

2. It states the country would join NATO and since NATO and the Unites Nations work together they would not have an alliance leaving C out of the question.

3. A totalitarian government is one under a total leader like a dictatorship which NATO wouldn't necessarily approve of nor would an anti-communist country like that.

This leaves us with D which is the most logical choice.
