Peter the Great inherited a score of problems in the administration of his empire. Of course, through his well-known zest and ambition, he tried to solve most of them, and made steps in that direction. However, his actions did not always have the wanted effect. As his own rule shows, and later on the rule of Catherine the Great, the greatest effect of his reforms was that Russian society found itself splintered in classes that could hardly have a dialogue, and even in the context of the same class, factions arose and disputes never ceased.
