You can just do 65 / 150 which .433... The formula to find the rate is Percentage / Base

0.85 x 150 = 127.5. Now, common sense would say, it wouldn't be an even greater number. So, A! Other ways: 65 / 150 (smaller/greater). It equals = 0.433333333333333 In other words. 0.43. Which is 43% No problem, I hope I helped!
