What does mod x has to be smaller than 1 implies in the formula of binomial expansion (1+x)^n?

|dw:1457937597270:dw| Like this what does it mean to say mod x is smaller than 1? Has the coefficients with the x is supposed to be smaller than 1? So (1+5x)^-1/2 cannot be computed with the bionomial formula of (1+x)^n?
