in csv file, how do I compare first row with the rest of the rows, then compare second row with the rest of the rows and so on?

Read in the .csv a row at a time into a list. Then use nested loops to compare them:

rowNumber = 0
while( rowNumber < len( list ) - 2 ):
rowNumber += 1
while( rowNumber < len( list ) - 1 ):
