Well ratio means how two things are related and the easiest way to solve them is cross multiplication. $$\frac{ 2 }{ 5 } = \frac{ 20 }{ ? }$$

I was thinking 50 but I wasn't sure if this was one of those problems where it has an obvious answer that seems correct but isn't correct. I'm assuming it would be 50.

50 is correct. I think they were trying to trick you by talking about "smallest sides" but it just means the shapes have the same ratio in perimeter too.
